One problem is that the plan proposed by Bush will take far too long before any changes will be seen. This is a major issue due to the fact that a previous plan was showing very promising signs for short-term success. A second problem is that the President’s funding is not in the correct area of hydrogen fuel cell research; he is funding methods that are not reasonable. When the new hydrog en fuel cell plan is looked at closely it actually uses oil that could be set aside. I feel that Bush’s plan for funding fuel cell research will not solve many of today’s problem regarding oil problems in our country because it could be more efficient and have more immediate effects. Although Bush’s plan could someday make a huge difference in the amount of oil used in the US, there is no way of knowing when any changes will be seen. Often very little is known about the people who are fighting and dying. The country of India calls upon greater participation of the United Nations in countering terrorism. Worldwide participation should be taken in the implementation of the present anti-terrorist conventions, and new international methods must also be developed in order to counteract terrorist threats. We ask that countries cooperate with each other, particularly through bilateral and multilateral agreements and arrangements to make extraditions easier and deny terrorists asylum, in order to prevent and suppress terrorist acts. Countries must realize that suppressing acts of international terrorism are essential to international peace and security, because even if their countries are not facing terrorism as a crisis, they may eventually do so, as terrorism is a worldwide occurence, which is, as we have seen, often interconnected. Ecclesia (Ekklesia) is the term used for the assembly in Greek city-states (poleis), including Athens. The ecclesia was a meeting place where the citizens could speak their minds and try to influence one another in the political process. Normally at Athens, the Ecclesia assembled at the pnyx (an open-air auditorium west of the Acropolis with a retaining wall, orators stand, and an altar), but it was one of the jobs of the boules prytaneis (leaders) to post the agenda and location of the next meeting of the Assembly. On the pandia (All Zeus festival) the Assembly met in the Theatre of Dionysus. Membership At 18, young Athenian males were enrolled in their demes citizen lists  and then served for two years in the military. Afterward, they could be in the Assembly, unless otherwise restricted. They might be disallowed while owing a debt to the public treasury or for having been removed from the demes roster of citizens. Someone convicted of prostituting himself or of beating/failing to support his family may have been denied membership in the Assembly. The Schedule In the 4th century, the boule scheduled 4 meetings during each prytany. Since a prytany was about 1/10 of a year, this means there were 40 Assembly meetings each year. One of the 4 meetings was a kyria ecclesia Sovereign Assembly. There were also 3 regular Assemblies. At one of these, private citizen-suppliants could present any concern. There may have been additional synkletoi ecclesiai Called-together Assemblies summoned at short notice, as for emergencies. Ecclesia Leadership By the mid-4th century, 9 members of the boule who were not serving as prytaneis (leaders) were chosen to run the Assembly as proedroi. They would decide when to cut off discussion and put matters to a vote. Freedom of Speech Freedom of speech was essential to the idea of the Assembly. Regardless of his status, a citizen could speak; however, those over 50 could speak first. The herald ascertained who wished to speak. Payment for Assembly Members In 411, when oligarchy was temporarily established in Athens, a law was passed prohibiting pay for political activity, but in the 4th century, members of the Assembly received pay in order to ensure the poor could participate. Oedipus Crime Oedipus, ruler of Thebes, murdered his father and married his mother. Such acts are almost always deemed unnatural and criminal; they are not tolerated within traditional society. A person who has committed these illegal acts of murder and incest would be considered a criminal, yet Sophocles's character, Oedipus, is not guilty of either crime. Prior to the birth of Oedipus, a prophecy was spoken over Laius and his wife Jocasta. They were told that their son would one day be his father's killer and would then marry his mother. In fear, King Laius and Queen Jocasta sent the baby Oedipus off with a slave to be killed. He was never killed, but rather was given to a childless king and queen which lovingly raised him. Oedipus was never factually told about his lineage. Later in his life, Oedipus was confronted by several unknown men while traveling. Upon confrontation, Oedipus killed all but one of the men in self defense. Unknowingly, Oedipus had begun to fulfill the prophecy for one of the men had been his birth father, Laius. While still traveling, Oedipus had come to the city of Thebes. There, he saved the city from the wrath of the Sphinx by solving her riddle. Seen as a savior by the citizens of Thebes, Oedipus was made king and subsequently, the husband of Jocasta. Oedipus and his wife-mother ruled together and had four children while never knowing of the true relationship between each other. As the tragedy comes to a close, the truth is revealed to Oedipus concerning his lineage and unnatural actions. Although the truth had been spoken to him about these matters previously, Oedipus had chosen not to believe and understandably so. True revelation comes to Oedipus through the same slave that had been ordered to kill him as a baby. Since Oedipus had no knowledge of his birth parents, he cannot be accused of knowingly fulfilling the prophecy. He had no understanding of Laius as his birth father upon killing him. One might say that Oedipus is then guilty of murder regardless, but if he had killed in self defense, that cannot be true. Likewise, if Oedipus had no understanding of Jocasta as his birth mother, then he cannot be guilty of incest. Neither can he be guilty of defiling Laius's marriage bed, as he did not know that Jocasta was the wife of the man he had murdered. Oedipus cannot be guilty of lying to the people of the city of Thebes since he did not know he was not speaking the truth. Unfortunately, Oedipus was the victim of destiny. The gods caused him to fall prey to fate and injustice. According to the norms of modern Criminal Justice, an individual cannot be guilty of a crime that he did not understandably commit; he cannot be guilty of a crime unless there is evidence of mens rea. A crime is defined as an act act punishable by law; a sin; a grave offense. Oedipus cannot be guilty of an act, sin or grave offense that he did not knowingly commit.
